With reference to Your Lordship's Confidential Despatch of the 15th March last, I have the honour to transmit for Your Lordship's information the enclosed copy of a report by the Chief Resident Engineer, Kowloon-Canton Railway, on the subject of the employment of Inspector Kelly late of the Sanitary Department.

2. As Inspector Kelly was in receipt of a larger salary on the Railway than when employed in the Sanitary Department, I do not consider that he is entitled to any consideration, and have decided that he shall be paid what is due to him in respect of that portion of the term of his suspension during which he was unemploy-ed and have confirmed his dismissal.
